A bench led by Chief Justice Surya Kant issued notices to the Centre and all States on a PIL seeking to extend the fundamental right to free and compulsory education under Article 21A to children aged 3 to 6 years — currently covered only from ages 6 to 14 under the RTE Act, 2009.
