The Supreme Court ordered reinstatement of a Gujarat judicial officer, ruling that once an inquiry report is taken on record, disciplinary rules do not permit a fresh de novo inquiry — only a further inquiry on specific points is permissible. The earlier inquiry cannot be erased and restarted.
